These Rules establish a minimum ratio of components and production processes required for the BNDES’s financial support on photovoltaic equipment, and accreditation and maintenance of Computerized Supplier Accreditation (CIF).

The Rules provide stages of local content that must be met by the fabricant for products made of crystal silicon and thin film, as well as percentages that must be met before set deadlines.

This Act was passed to provide development of all sectors of the economy through the incorporation of local content in their productive activities. The Act establishes several aspects of the local content inclusion process such as the Sierra Leone Local Content (SLC) Agency. It also creates a fund to support suppliers, exporters and importers; details provisions for employment and training of citizens; generates a SLC certification, scorecard, and a performance report; and establishes several rules for tendering processes.

Under this Act tenderers who are either Tanzanian citizens or Tanzanian firms that form associations with foreign firms in a Bidding Process, are eligible to be granted a margin of preference if they meet the criteria set out under the Public Procurement Act 2011 and are registered with the PPRA or any other statutory body acceptable to PPRA.
