1. 4月29日，欧洲竞争电信协会（ECTA）委托德国咨询公司WIK-Consult研究“下一代接入的经济意义”。这项研究的主要目标是评估下一代接入业务模式的可行性，并分析监管如何支持基础设施的可行性复制，并同时确保向消费者和企业提供服务中的竞争性。这项研究还概述了在欧洲及其以外国家（澳大利亚、新加坡、日本和美国）对“下一代接入”（NGA）的研究进展。
 
2.为了满足研究的目标，我们开发了一个通用业务模型。该模型一方面可以评估下一代接入业务模式的生存性和下一代接入潜在的全国性覆盖范围；另一方面，还提供了机会以获得可以最大限度利用先行者投资的可行性复制（复现性）的条件（特别是管控的批发服务）。然而，正如“通用”一词所暗示的，模型结构和逻辑本身与特定国家或地区的条件无关。相反，该模型需要馈送关于一个国家或该国某一地区内的现实数据，以便产生实际的经验结果（应该是国家/地区特定的）。该模型首次特别强调了某些监管决定对下一代接入的影响。
