OCTA uses congestion management pricing to establish tolls for the 91 Express Lanes. OCTA also created "Three Ride Free" as a separate toll policy to encourage carpooling on the 91 Express Lanes.

The toll policy goals are:

  • Provide customers a safe, reliable, predictable commute.
  • Optimize throughput at free-flow speeds.
  • Increase average vehicle occupancy.
  • Balance capacity and demand, thereby serving both full-pay customers and carpoolers with three or more people who are offered discounted tolls.

A permanent Committee, Coper 1, has been set up by the ASECAP Steering Committee members to monitor developments and questions about tolling issues: financing of the infrastructure, ETC interoperability, tariff, etc.

This committee is chaired by Jean Mesqui, ASFA Executive Director. Members of the Coper 1 Committee are representatives from AISCAT, ASETA, ASFINAG, BRISA, TEO, DARS. Within the scope of the work undertaken by this committee, a study has been carried out amongst ASECAP members in order to have an overview of toll tariff calculation.

In Serbia, all motorways in Serbia are tolled. The tolling principle is based on vehicle class and distance travelled. The type of the pay toll system implemented in Serbia, in 2006, is a closed one with front pay toll stations only at the border crossing points. Due to historical reasons different tariffs exist for domestic and foreign vehicles.
