Vietnam - Regulation on Organization and Operation of Electric Power Retail Service/Network

Vietnam has had considerable success in expanding grid electrification through standardization of construction standards and standardized contracts between EVN and the retail service providers.  The number of connected rural households grew from 14% in 1993 to 94.5% in 2008.  A more detailed description of the Vietnamese electrification program can be found in the presentation  at the June 2009 Maputo workshop of Mr.

Technical Regulations for Rural Electrification / Electric Network: Part I

This document aims to rehabilitate and develop rural distribution networks (medium and low voltages and off-grid systems) to meet with safety and reliability standards, meanwhile ensuring environmental protection, cost effectiveness and easy implementation. It also aims to ensure the development of the electricity of Vietnam in the transition period that is able to harmonize the current rural electricity.

Electric Power Retail Service Contract, Vietnam

This is a standardized contract between EVN (the national utility of Vietnam) and local independent contractors who will provide meter reading, billing and minor repairs for retail customers. By using individuals from local communities to perform these services, EVN estimates that it saves 30 to 40% of what it would cost to provide the same services with one of its own employees. A typical service agent will be responsible for 30 to 100 households and will earn US $30 to 120 per month.

Private Infrastructure in East Asia: Lessons learned in the aftermath of the crisis

Private participation in infrastructure has taken two distinct forms in the developing world. The first model, applied primarily in Latin America, focuses on privatization of existing infrastructure assets. The second, applied largely in East Asia, focuses on retaining existing assets in the public sector but seeking private sector involvement to augment capacity through new greenfield investments.

Study on e-ID Infrastructure to Improve Public Services Delivery Electronic Identification PPP Report

The Government of Vietnam (GoV) has expressed a strong interest in exploring the opportunity to deploy a full-fledged Electronic Identity (eID) system in Vietnam. The country is already putting in place the necessary prerequisites for its deployment, including a Public Key Infrastructure (PKI) and the compulsory issuance of national ID cards. These initiatives have been undertaken with World Bank support under the Vietnam ICT Development Project.

Case Study on the Performance-Based Contract in Ho Chi Minh City

In 2005, Vietnam’s largest city, Ho Chi Minh City (HCMC), did not have enough water supply to meet demand. More than 40 percent of the water produced was lost as leakage. Supply was intermittent. To increase supply to customers, the state-owned water utility, Saigon Water Corporation (SAWACO), competitively procured a contractor to enter a performance-based contract (PBC) for non-revenue water (NRW) reduction, with a focus on leakage reduction in one of its six hydraulic zones.
