This report is a key analytical study of the project and is centered on addressing the knowledge gaps and providing technological recommendations on EE improvement and NRW reduction to generate positive impacts in the water sector in Vietnam. The main objectives of the report are to expand and disseminate knowledge on issues related to EE in the water and wastewater sectors and to inform the development of the national program for NRW reduction and EE improvement practices in the water sector in Vietnam.

Sustainable Development of Inland Waterways Transport in Vietnam

The World Bank has been the main source of Vietnam’s IWT investment finance for more than a decade, but investment needs remain large and future sources of finance will need to be diversified. This report, prepared by a World Bank team, examines the current regulatory framework, institutional structure, and funding framework for IWT. The report suggests measures to strengthen infrastructure, regulatory, management, and the funding framework. Taken together, these measures would improve the enabling environment for the IWT industry and contribute to its development.

Summary of Benchmarking PPP Procurement 2018 in Vietnam

Procuring Infrastructure Public-Private Partnerships 2018 is designed to help governments improve their PPP regulatory quality. By benchmarking the regulatory frameworks of economies around the world against internationally recognized good practices in procuring PPPs, this assessment identifies areas for improvement in the preparation, procurement, and management of PPPs.

PPIAF Supports Performance-Based Road Maintenance Contracts in Vietnam

In 2012, PPIAF supported the Government of Vietnam to improve the implementation of performance-based contracts (PBC) for road maintenance. This was done in order to enhance the maintenance delivery method and to increase private-sector engagement in this arena. PPIAF evaluated the state of pilot PBCs in Vietnam and proposed a road map for strengthening the use of such contracts based on international best practices.

PPIAF Supports Private Sector Participation in Green Infrastructure Investment in Da Nang, Vietnam

In 2013, PPIAF, in collaboration with the World Bank Sustainable Urban Energy and Emissions Planning (SUEEP1) program in the East Asia and Pacifi c (EAP) Region, supported Da Nang in developing a long-term sustainable energy and emissions plan. The SUEEP program aims to promote solutions that would help de-link high levels of carbon-intensive energy use from urban growth in the EAP region. This collaboration helped establish the process to identify and prioritize green infrastructure investment opportunities to attract private-sector participation.

VIETNAM: Roadmap for Natural Gas Market Development

Viet Nam has a long-standing energy policy orientation that emphasises the crucial role of natural gas in providing reliable, competitive electricity. However, despite the considerable achievements recorded by the gas sector to-date, the sector will need to become more efficient, more competitive, and more transparent if it is to serve the longer-term interests of Viet Nam which include ensuring energy security and addressing the issue of climate change.

Improving Private Sector Participation in Vietnam

Between 1990 and 2015, private sector investments in infrastructure in Vietnam totaled US$11.3 billion, with 81 projects reaching financial closure. According to the World Bank Group’s report, Benchmarking Public-Private Partnerships Procurement 2017, Vietnam scored above the averages of East Asia Pacific countries in the stages of public-private partnership (PPP) projects: preparation, procurement, and contract management.
