A Guide to Public Procurement in CEE

The objective of this publication is to provide a brief overview of some of the main issues that the authors have identified in the public procurement rules in Central and Eastern Europe (CEE) whilst advising their clients in tender processes, as well as providing some practical tips that may help in the bidding process – either to avoid disqualification, seek a review, or simply bid in the future on a more informed basis.

Model Request For Proposal for PPP Projects and Guidelines

This Model Request for Proposal (RFP) document is published together with Guidelines for the Invitation of Financial Bids for PPP Projects. It is generic in nature and aims at lending transparency and predictability to the entire process and to allow decisions to be made expeditiously. It also provides the requisite sector-specific and project-specific flexibility by placing several provisions within square brackets, thus enabling the project authorities to make necessary substitutions.
