Poland: USAID Issues Paper 1998 - Electricity Generation Licenses

This Project was initiated in October 1998 to continue and expand upon earlier USAID-funded work undertaken since 1993. USAID technical assistance programs have been a principal component of the Energy Sector Restructuring, Privatization and Regulatory Program started by the Government of Poland (GOP) in 1991.

Municipal Waste Thermal Treatment Plant, Poznań, Poland

In response to new European Union (EU) regulations on waste management, the City of Poznań, Poland started planning the construction of a mixed municipal waste-to-energy power plant, referred to as an energy for waste “EfW” project. The project would be the first PPP in this sector in Poland.

W ciągu 10 ostatnich lat, od początku 2009 r. do 31 marca 2019 r. wszczęto łącznie 551 postępowań PPP1 . Spośród wszystkich zawartych umów 134 umowy weszły w fazę realizacji – są to umowy określane w raporcie mianem umów PPP. W I kwartale 2019 r. podpisano dwie umowy o wartości 53 mln zł. W tym okresie wszczęto cztery postępowania o łącznej wartości ok. 40 mln zł – dwa w sektorze energetycznym, po jednym w sektorach efektywności energetycznej oraz edukacji.

The Effectiveness of Public Private Partnerships in Poland

The goal of this article is to identify and analyze the deter- mining elements in Poland that the effective completion of public projects following the PPP model depends on. The article consists of three sections. The first underlines the me- aning of PPP in completing public projects and highlights the anxieties that accompany these types of agreements. The second section refers to a very important aspect – the effectiveness of investment involved in PPP. The Author draws attention to the reasons that determine the choice and method of servicing public projects.

The Government Policy for the Development of PPPs in Poland

Developing infrastructure and providing public services that meet society’s expectations are key elements in the economic development of Poland and public-private partnerships (PPPs) are one tool that can be used to deliver them. To ensure the effective development of PPPs in Poland, the Polish Government will take a series of actions aimed at increasing the scale of infrastructure investment and, at the same time, ensuring their optimisation and benefits for the public interest. Actions also need to be taken to support public authorities in preparing and implementing PPP projects.
