The Cambodian economy recovered strongly after the financial crisis in 2008, with increasing levels of foreign direct investment (FDI). The country has many attractive features for investors, including a low-cost workforce, improving transport connectivity with neighboring countries, and a large and growing consumer base. There are substantial underutilized resources in the agriculture sector, and the government is starting to develop a small oil industry, with first production expected in late 2012.
This paper examines the experience of developing local private sector participation (PSP) in small and medium-size towns in Cambodia, Colombia, Paraguay, The Philippines, and Uganda. The paper, which reviews schemes supported by the World Bank, summarizes information on the contracts and the selection process, extracts lessons learned to date from the cases, and recommends follow-up activities to address some key issues and fill gaps that were identified in the course of the study.

A key purpose of this PPP Procurement Manual is to clarify the implementing rules and regulations to support the provisions of Cambodia’s Law on Concessions (LoC), as amended. This PPP Procurement Manual is issued both to ensure assigned RGC officials, private sector participants and all stakeholders are aware of the Government’s policies on PPP transactions and to provide step-by-step tendering procedures for those public sector officials authorized to perform their important PPP development function.
Procuring Infrastructure Public-Private Partnerships 2020 is designed to help governments improve their PPP regulatory quality. By benchmarking the regulatory frameworks of economies around the world against internationally recognized good practices in procuring PPPs, this assessment identifies areas for improvement in the preparation, procurement, and management of PPPs.
The Cambodian government has approved the draft Law on Public-Private Partnerships. The law is meant to replace the Law on Concessions passed in 2007.
