The Government of Senegal awarded SENAC S.A. the concession to design, build, finance and operate the expansion of the existing Dakar toll road. This expansion will connect central Dakar with the new international airport as well as to other important economic zones of the country, spurring economic growth, employment and new opportunities that contribute to poverty reduction by facilitating transport between key infrastructure and outlying areas with the capital city. A €76 million debt financing package supported SENAC.

Depuis 2008, le programme infranational d’assistance technique (SNTA, Sub-national Technical Assistance) du Fonds fi duciaire de conseils en infrastructure publique-privée (PPIAF) soutient la Ville de Dakar à obtenir des financements pour développer ses infrastructures. Ce soutien a débuté dans le cadre de l’évaluation de la gestion des fi nances publiques municipales (PEFA - Public Expenditure and Financial Accountability1).

This note describes the potentially far-reaching reforms in rural water sector management carried out by the Government of Senegal, and provides an overview of the process that led to the establishment of a new institutional framework for the sector.

PPIAF’s Sub-National Technical Assistance (SNTA) program is helping the City of Dakar to obtain financing to improve its infrastructure services. SNTA’s support to the City of Dakar began in 2008, when PPIAF helped the city to undertake a Public Expenditure and Financial Accountability (PEFA)1 assessment. Following the PEFA, SNTA provided technical assistance to help the City improve its revenue improvement strategy and obtain a credit rating for its fi rst municipal bond issuance.

En 2009, le Fonds de conseils en infrastructure publique-privée (PPIAF) a soutenu le gouvernement du Sénégal dans la réalisation du premier projet PPP d’autoroute à péage en Afrique de l’ouest. Ce projet est fondamental pour le développement de la région de Dakar qui concentre 80% de l’activité économique du pays et 25% de sa population. L’autoroute reliant Dakar à Diamniadio permet aujourd’hui à deux millions de Sénégalais, vivant à Dakar et dans les villes environnantes, de bénéfi cier d’avantages sociaux et économiques importants.

In March 2021 Senegal adopted a new law on Public-Private Partnership contracts, Law No. 2021-23 on public-private partnership contracts. The new law repeals the former Law No. 2014-09.

The National Committee for Support to Public-Private Partnerships (CNAPPP), located in the Ministry of Investment Promotion and Partnerships and responsible for preliminary project assessment, capacity building and technical support for contracting authorities through the project lifecycle, and PPP promotion.
