The National Treasure of the Republic of South Africa issued a Practice Note on Unsolicited Proposals for use with PPPs and unsolicited projects or concepts (2009).

This note defines the parameters of an unsolicited proposal, and provides governments with a framework through which unsolicited proposals may be considered. The note (1) establishes criteria for considering an unsolicited proposal; (2) defines which are unacceptable forms of unsolicited proposals; (3) describes procedures for evaluating a compliant unsolicited proposals; (3) outlines procurement procedures for receiving other offers to compete with the unsolicited proposal; and (4) describes in which contexts the unsolicited proposal may be used.
