Policy Guidelines for Managing Unsolicited Proposals in Infrastructure Projects (Self-Paced)

This course is built on three documents which include: i) Main Findings and Recommendations that is considered as a summary; ii) Policy Guidelines for Managing Unsolicited Proposals in Infrastructure Projects, which provides key policy decisions and considerations for the USP Policy; and Review of Experiences with USPs, an in depth review of global best practices with USP policies and projects, the findings of which informed the development and considerations of the Guidelines.

Appropriate and effective regulatory frameworks remain crucial for ensuring that investments in infrastructure are done strategically and efficiently. Benchmarking infrastructure development 2020 assesses the regulatory quality for preparation, procurement, and management of large infrastructure projects through both public-private partnerships (PPPs) and traditional public investments (TPIs).

Anticorruption Initiatives: Reaffirming Commitment to a Development Priority

Corruption continues to have a disproportionate impact on the poor and most vulnerable, increasing the cost of, and reducing access to, health, education, justice, electricity and other basic services, thereby exacerbating inequality. It reduces private investment as it increases risks for investors, with consequent effects on growth and jobs. It distorts public spending decisions and weakens the quality of public investments as substandard infrastructure gets built and the regulatory systems for quality control and safety are bypassed.

Benchmarking Infrastructure Development 2023

This report examines one of the key elements of an overall sound PPP ecosystem, the crucial role that the quality of PPP regulatory frameworks plays in fostering a conducive ecosystem for successful PPP programs while acknowledging that it is just one of several critical factors. This report incorporates new empirical analysis from primary data collected through Benchmarking Infrastructure Development 2023 (BID 2023).
