This document provides guidance in the application of PPPs to transportation projects based on the experiences of transportation agencies in the U.S. and other countries that have applied these delivery approaches. The guidebook is aimed at both early practitioners of PPP projects as well as those agencies just beginning to consider the possibility of instituting PPP approaches for projects currently stalled for lack of available resources.

This sample agreement of a water and lease includes the possibility of including in the contract alternative water provision means such as standpipes and water kiosks; and indicates that whenever possible, the Operator shall subcontract local standpipe and kiosk management to standpipe agents and to communities. This law governs the public-private partnerships in infrastructure in Jalisco State, Mexico. The law indicates that in the evaluation of the bids, it may be possible to grant extra points to the bidder that foresees subcontracting SMEs for service provision.
