The Act Public Procurement Act implements the European Directives 2014/24/EU (classic sectors) and 2014/25/EU (specific sectors). The Concession Act implements the European Directive 2014/23/EU.
Public Procurement Act for Concession Contracts (BVergGKonz 2018) implements the 2014 Concession Contracts Directive and regulates procurement of concessions.

There is no dedicated PPP Unit. PPPs are implemented by the Ministry of Finance and relevant line departments.
The Zambia Development Agency (ZDA) was established under the ZDA Act No. 11 of 2006, which came into effect on July 7, 2006. The ZDA is a merger of the Zambia Privatisation Agency, Zambia Investment Centre, Export Board of Zambia, Zambia Export Processing Zones Authority and the Small Enterprises Development Board. The merged institutions started operating as one institution after 1st January 2007.
The Public Private Partnerships Unit (PPPU) is an institution under the Ministry of Finance, Planning and Economic Development (MOFPED) of Uganda. The Unit has existed since 2015.
There is no dedicated PPP unit; Ministry of Finance has a leading role in implementing PPPs.
The Tanzania Investment Centre (TIC) is the primary agency for Investment-related matters in Tanzania.
