Short summary in English: A concession agreement between the City of Bogota’s Urban Development Institute and Union Temporal City Parking, a private entity. This is a two-year agreement, renewable by mutual accord. The Contract does not commit the public sector to minimum revenue payments. It contemplates fixed and variable payments from the private to the public entity, reviewed annually to keep with inflation. Maximum tariffs are set by decree.
Shows the results of a study done on the Colombian transportation infrastructure´s economic and financial situation, particularly indicating the special role of the SMEs in the sector. The research indicates, as one of the conclusions, that 78% of the companies from the construction subsector are SMEs, with an operational revenue of $4.9 trillion Colombian pesos by 2014.

This decree sets a very important precedent for the incorporation of SMEs and existing operators into new PPP projects. For example, the decree imposed democratization as a principle of the adoption process of the new transportation system. Specifically, it indicates that implementation of the SITP should aim to include the highest possible number of existing owners of public transportation vehicles and drivers, such as through new operation contracts.
