The railway line was built by the Chilean government under a peace treaty between Chile and Bolivia and inaugurated on 13 May 1913. It is the shortest line from the Pacific Coast to Bolivia. The Chilenean section of the railway line provides for an open access regime for cargo transport. In order to use the railway, line operators have to enter into a track access agreement with FCALP. The Basic Principles set out the key rights and obligations of the parties to such contracts. Track access is provided on a non-discriminatory basis against payment of a track access charge.

In this document, the author explains how the design of laws and regulations, bidding process, and contract play an important role in the results of a private participation in infrastructure. The Author conducts a study on concessions for water and sewer services in La Paz and El Alto, and illustrates how the service coverage is directly affected by the provisions established under the concession framework. The author also suggests improving private sector performance by enforcing well-defined contractual arrangements between the government and private sector participants.

Output-Based agreement entered into by the World Bank and Republic of Bolivia. The World Bank agrees to extend a grant to assist financing a project that consists of increasing affordable access to electricity in Bolivia’s remote rural areas. The project provides subsidies to private sector providers for sale, installation and after-sale service of solar homes electricity systems for rural households, micro-enterprises and schools, in addition to facilitate market development of Pico-PV systems, and carrying out technical and financial audits of the project outputs.

This report relates to education on hygiene habits that was implemented among El Alto’s inhabitants. Their hygiene patterns changed due to the new sanitation infrastructure but also to the utility’s sanitation campaigns.

The case of the La Paz – El Alto Concession in Bolivia is a successful example of housing block-based systems of water and sanitation, which reduces costs by implementing smaller pipes installed in the household yards instead of under roads.

Using a combination of “medium term service contracts” and capital subsidies, the program was designed to develop self-sustaining solar home systems in these regions. Unlike other earlier SHS programs in other countries, the Bolivian program placed heavy emphasis on independent monitoring of the performance of winning service providers.

Many prospective international gas pipeline projects are under consideration-projects in Central and South Asia, and projects proposing pipelines from Russia to China and from Turkey to Eastern Europe. Given the large investments required, the main challenge is to design financing schemes that work. There are few blueprints to draw on. The World Bank can play a key transitional role in such projects. But there needs to be demonstrable commitment to opening the natural gas industry to competition and private investment and estab- lishing sound regulatory and pricing policies.
