The Government of Namibia proposes to evolve a strong PPP Policy for Namibia so as to deliver to its citizens the required levels of infrastructure and services. Recognizing the importance of leveraging PPP as an instrument for achieving its social objectives (such as black empowerment, increased employment for the historically disadvantaged, encouraging managerial and entrepreneurial capability in the local population, stimulating small and medium enterprises, achieving economic equality through the ‘Transformation Economic and Social Empowerment Framework’).
