Before a government decides on if and how to structure a public-private partnership (PPP) for a highway project, it needs to tackle the more rudimentary policy question of whether it is possible to charge tolls to highway users so as to create a more reliable and dedicated funding source for improving highways. This publication explores the benefits of charging highway users and the potential consequences of tolling. It explains key points of a tolling strategy, different toll technologies and also covers the question of toll evasion and enforcement.
