This sub-project was funded by the Asian Development Bank’s (ADB’s) Regional Technical Assistance Program (RETA) and the Cambodian Resident Mission. The objective was to transform the Siem Reap women’s development center (WDC) from a vocational training provider to an enterprise development center to promote the sustainable micro, small, and medium enterprise development through a PPP model that would lead to economic empowerment for the rural poor – especially women - and more inclusive pro-poor economic growth in the province.

This should be done through the development of a PPP framework that would enable the WDC to attract socially responsible companies and financially sustainable NGOs who could provide market access and employment opportunities for rural producers, develop capacity for the PPP management team and PPP promotion and public tendering. The report covers the activities undertaken within the final phase of this sub-project from 1 February to 15 June 2013.  The report contains a sample request for proposals (RFP) for pre-qualified vendors and a sample Public-Private Partnership Cooperation Agreement.
