Describes the rationale for establishing the IIPDF to overcome barriers to PPP project identification, and the structure and operational arrangements for the fund.

With a view to support the infrastructure projects, the Scheme for Support to PPPs in Infrastructure (Viability Gap Funding Scheme) was announced in 2004 and the modalities to operationalise it put in place by 2005. The Scheme aims to ensure wide spread access to infrastructure provided through the PPP framework by subsidising the capital cost of their access. This compendium brings together the guidelines and notifications issued by Ministry of Finance to implement the Scheme.
