Background paper commissioned for the Education for All (EFA) Global Monitoring Report 2009 on Overcoming Inequality: why governance matters by Masooda Bano, United Nations Educational, Scientific and Cultural Organization 2008.

This paper deals with the education reform in Pakistan, which has seen investing in PPPs as the primary strategy to address the challenges of access, quality and equity across income, gender, and the urban/rural divide. The paper documents the dominant PPP models in Pakistan, notes their strengths and limitations, and then assesses their potential to act as the ‘anchor’ of education reforms in Pakistan.
