In the early 2000s, Karnataka’s state government set out to achieve continuous water supply in five demonstration zones in three cities.

The private sector partnered with the Karnataka Urban Water Supply Improvement Project (KUWASIP), the local water utility. 

Given the complexity of the problem and the government’s desire to simultaneously address these problems, the project lent itself to a hybrid management contract.
