Maintaining roads: Experience with output-based contracts in Argentina

This paper examines the Argentine government's usage of output-based contracts with the private sector for rehabilitation and maintenance has responded to this challenge in its non-concessioned road network.The multiyear, lump sum contracts, funded by the government and the World Bank, specified required road service outputs and used incentive-based payment schedules to ensure the quality of the work. This report evaluates the contracts after three years in operation.
