Colombia: Ley 555 de 2000 (Law No. 555 of 2000).  This law is primarily intended to secure the legal regime applicable to Personal Communication Services, PCS and establish the rules and general principles for granting concessions to provide PCS services.

The grant further entail permission for the use of radio spectrum allocated for provide PCS service and the authorization for the establishment of the network associated with the provision thereof, in accordance with the regulations issued by the Ministry of Communications.
