Successful Strategies for Broadband Public-Private Partnerships

This report aims to bring some balance to the PPP discussion, which has suffered at times from what we might call irrational exuberance given the few partnerships that actually have been executed. We believe PPPs will continue to evolve and more communities will work with partners in some fashion. However, PPPs should be recognized as just one of many possible approaches to ensure communities have universal access to fast, affordable, and reliable Internet connectivity.

Liberalizing Telecom Sector in Myanmar

In 2013 PPIAF provided a technical assistance (TA) grant to the Post and Telecommunications Department (PTD) in charge of regulatory issues. This TA supported the development of an operational sector road map, the design and implementation of a regulatory framework, and helped develop technical and administrative capacity within the PTD to address issues related to sector liberalization.

Myanmar: Ooredoo 3G Network Financing

Myanmar emerged from nearly 50 years of military rule to become one of Asia’s newest democracies. It launched a broad reform effort, including its telecommunications, for which it needed significant external investment. Following a successful competitive bid, the government awarded Ooredoo Myanmar (OML) one of two mobile telecom licenses. After securing $150 million loans from the Asian Development Bank (ADB) and the International Finance Corporation (IFC), OML aims to reach 90 percent of the population, and has already experienced significant penetration in urban and rural areas.

The country recently emerged out of 60 years of conflict with run-down infrastructure from years of civil unrest.   • The Telecom Regulatory Authority of India (Amendment) Act, 2014 was passed by Parliament on July 15, 2014.  It received Presidential assent on July 17, 2014.
