Technical Regulations for Rural Electrification / Electric Network: Part I

This document aims to rehabilitate and develop rural distribution networks (medium and low voltages and off-grid systems) to meet with safety and reliability standards, meanwhile ensuring environmental protection, cost effectiveness and easy implementation. It also aims to ensure the development of the electricity of Vietnam in the transition period that is able to harmonize the current rural electricity.

On four remote islands in the Philippines, small power projects are making a big difference in people’s lives. IFC helped the government attract private investment

Energy-Efficient Street Lighting PPPs

Street lighting is an essential public service typically provided by public authorities at the sub-national and municipal level. Cities are increasingly investing in energy-efficient street lighting systems to replace or enhance their outdated systems. While reliable and bright public lighting reduces accidents and crime and allows for economic activity after sunset, modern energy-efficient street-lighting technology can also lower energy consumption as well as operation and maintenance costs significantly. Many different models have been developed world wide to deliver energy-efficient street lighting projects, including public-private partnerships. This section looks at sample contracts, bidding documents, policies, laws and regulations, and other tools related to street lighting projects.

Theft / Non-Technical Losses (Water and Electricity)

In response, various countries have taken a combination of legal and practical measures to address the problem. Given the essential nature of some utility services and the rampant extent of the problem, traditional courts may be reluctant to enforce the theft of utility services as a common theft offense. Some have enacted legislation specifically recognizing the theft of utility services as a separate criminal offense and in some cases establishing special administrative courts and judicial measures to enforce these new laws.

Scaling Up Blended Financing of Water and Sanitation Investments in Kenya

This PPP case demonstrates how OBA enabled the government to channel private funding for a development priority.  Community-based organizations grew into PPPs with fully commercial business models for delivering water in poor rural areas. A Kenyan micro finance bank provided loans, where part of the principal was paid by GPOBA once the service proved functional and part of credit default risk was guaranteed by USAID.
