Infrastructure across the country must expand rapidly. Industrialisation, especially based on manufacturing has also to accelerate. Urbanisation is inevitable. Land is an essential requirement for all these processes. Government also needs to acquire land for a variety of public purposes.
The National Treasure of the Republic of South Africa issued a Practice Note on Unsolicited Proposals for use with PPPs and unsolicited projects or concepts (2009).
The private partner would operate and manage and further develop the infrastructure to ensure (1) the area is fully irrigated within six (6) years of the date of signature of the contract; and (2) that at least 25% of the irrigated land is available for small farmers, who should be integrated into the production chain of the commercial producers that would occupy the remainder of the land. The private partner will be remunerated for the sale of water (through user tariffs) and a capacity payment by the government.
The information supplied would allow the Commission to collect and review information on the price and risk allocations of proposed PPAs in a systematic way.
