Following consultations with the Multilateral Development Banks (MDBs), focusing on the World Bank Group (WBG); the African Development Bank Group (AfDB); the Asia Development Bank (ADB); the European Bank for Reconstruction and Development (EBRD); and the Inter-American Development Bank Group (IDBG), as well as key stakeholders in the private sector, the GI Hub has prepared this Report, setting out its analysis, findings and recommendations.

The PPI Database is comprised of information on more than 8,700 infrastructure projects with private participation, dating from 1984 to 2016. This report presents the latest data from 2016, and analyzes trends in investment primarily over the past six years, breaking down the data by region, country, infrastructure sector, and sources of financing.

Rwanda’s capital city of Kigali is home to more than one million people, and the population is expected to grow significantly in the coming years due to a combination of migration from densely populated rural areas and the city’s rapid economic growth. The population expansion is placing a significant strain on Kigali’s infrastructure services, particularly in the water sector. In 2009, Rwanda’s official water coverage rate stood at 76 percent (with access defined as being within 200 meters of an improved water source), and only 30 percent of customers had household or yard connections.

Between 1990 and 2015, private sector investments in infrastructure in Vietnam totaled US$11.3 billion, with 81 projects reaching financial closure. According to the World Bank Group’s report, Benchmarking Public-Private Partnerships Procurement 2017, Vietnam scored above the averages of East Asia Pacific countries in the stages of public-private partnership (PPP) projects: preparation, procurement, and contract management.
