Information Memorandum Relating to the Development and Management of Integrated Parking System Including Two New Multi-level Car Parks in Thimphu Under Public-Private Partnership Mode

Development and management of an integrated parking system including two new multi-level car parks with at least 550 parking spaces as well as the upgrading and management of about 1,000 off-street and on-street surface parking in Thimpu City on the basis of a design, build, finance, operate and transfer concession (DBFOT).

The Information Memorandum of April 2014 provides a broad overview of the terms of the anticipated concession contract. The concession for the project was signed in September 2014.

MLCP at Norzin Lam to open this month

Initial cost of the project was Nu 450 million. Pedestrianisation of the Norzin Lam was part of the Thimphu Thromde’s Structural Plan (2002-2027). The first phase of the plan included landscaping and face-lifting of the area along the Norzin Lam and the clock tower square. Norzin Lam has parking space for about 230 vehicles. The parking area would be converted into a service duct and would serve as footpath for pedestrians.

Thimphu Thromde to give parking space with one hand but takes with another

Thimphu thromde announced the two MLCPs with the stated aim of reducing congestion and parking. The two MLCP’s was awarded by the Thimphu Thromde to KCR Pvt Limited in 2014.

MLCP I is near Zangtopelri includes design, construction and operation of a multi level car park of at least 350 parking space in an area of approximately 5,400 square meters.

MLCP II parking below IMTRAT includes design, construction and operation of a multi-level car parking of at least 200 vehicles on an area of approximately 3,000 square meters.
