Canada has a dual system - with common law applying outside Quebec and a mix of civil law (Civil Code for matters of private law) and common law (matters of public law) applied in Quebec. As regards PPPs, Quebec established a PPP unit (2004) and passed a law on contracts passed by public entities (Loi sur les contrats des organismes publics) consolidating a number of principles.
Project Agreement of 24 February 2006 between the Greater Vancouver Transportation Authority ("TransLink") and the Golden Crossing General Partnership ("DBFO Contractor") and all other project documents regarding the design, build, financing, operation, maintenance and rehabilitation of the Golden Ears Bridge and the associated road network.

The Transportation Investment Act provides a framework for developing public-private partnerships (in Canada referred to as "P3s") to expand and improve provincial transportation infrastructure, and also creates the Transportation Investment Corporation, a public corporation established with the purposes of delivering, managing, operating, tolling or funding transportation projects, including P3s. The Act also provides for the charging of tolls.
