More than a decade ago, The Economist christened Africa “the hopeless continent,” lamenting its prospects for growth and change. Today, the tide has turned. In 2013, the very same magazine lauded the improvement in lives in Africa over the past decade, and declared that the next decade will be even better.

An assessment of a random sample of some of the best-performing municipalities in the country including why they do so well, would give an indication of the direction that waste management services should take towards improved service delivery. The success of some of these municipalities may be duplicated in other municipalities.

Sierra Leone: Cape Sierra Hotel

Sierra Leone has been struggling to recover from a devastating civil war in the 1990s. One promising sector—tourism—has been held back by an acute shortage of quality hotels in the capital, Freetown. To address this problem, the government hired IFC as lead advisor for a public-private partnership to attract an international hotel operator to redevelop and operate the Cape Sierra Hotel.
