The Toolkit consists of seven modules: 1) Framework and overview of the entire toolkit; 2) Labor impacts of PPI; 3) Assessing the size and scope of labor restructuring; 4) Strategies and options; 5) Key elements of a labor program; 6) Engaging with stakeholders; 7) Monitoring and evaluation of labor programs. The Toolkit also contains a web-based CD-ROM with searchable documents, spreadsheets, sample terms of reference for obtaining the needed expertise to carry out various labor-related tasks, case studies, and other relevant data.
This SPD has been updated to reflect the World Bank’s Procurement Regulations for IPF Borrowers, July, 2016 as amended from time to time. As part of its ‘leading practices’ mandate, the GI Hub is developing a set of annotated risk allocation matrices for public-private partnership (PPP) transactions, in a variety of sectors. Risk allocation is at the centre of every PPP transaction, and a deep understanding of the risk allocation arrangements is a precondition to the drafting of every PPP agreement. he report benchmarks the regulatory framework of 135 economies against international recognized good practices, scoring them on four elements: preparation, procurement, contract management, and treatment of unsolicited proposals. It found that the average performance of each of the categories varies across regions and income level, with OECD high- income economies and the Latin America and Caribbean region performing at or above average. In contrast, Sub-Saharan Africa and the East Asia and Pacific (EAP) region have the lowest average scores across thematic areas.
The tool kit is the first of its kind for Asian Development Bank and aims to bring teams working on PPPs and gender equality closer in collaboration toward common objectives.
