PPP项目是复杂的融资结构，包括重大交易成本，仅法律文件一项常常就会多达数百页。虽然在准备PPP项目的时候非常细心，但是还是经常发生重新协商的情况。因为必须签订合同来保证常见重新协商的效率和实现，所以本文的连个主要问题就是重新协商的主要原因是什么？以及更重要的一个问题，那就是在出现重新协商的时候，是否会遵守契约精神，或是否会经常受到利益的驱使而不是效率？
