The purpose of the Communications Regulatory Authority-INCM is the regulation, supervision, inspection, sanctioning and representation of the postal and telecommunications sectors, as well as the management of the radio frequency spectrum and numbering.

The institution now has around 130 employees, distributed by the headquarters (Maputo), Provincial Delegation of Sofala (Beira), Provincial Delegation of Nampula (Nampula), Provincial Delegation of Tete (Tete) and Provincial Delegation of Zambézia (Quelimane).

The INCM is subject to the tutelage of the minister responsible for the area of ​​communications, enjoying administrative (capacity to carry out its own administrative acts), financial (capacity to decide on its expenses and budget) and patrimonial (capacity to have its own assets) and acting powers and appropriate attributions for decision-making by the same.
