The intent of this bid document is to identify Bidders for supply of x MW of power for a period of z13 years. The Bidder can submit bids for any capacity within a range of 0.9 [x] MW to 1.1 [x] MW. The successful Bidders shall
enter into a Power Purchase Agreement as detailed out in the Draft Power Purchase Agreement forming the part of this document.

In order to implement the Renewable Energy Law of the People’s Republic of China, standardize the administration of renewable energy power generation projects, promote the rapid development of renewable energy power generation industry, the “Relevant Regulations on the Administration of Power Generation from Renewable
Energy” were issued for review and implementation.

Trial Measures for Pricing and Cost Sharing Management for Renewable Energy Power Generation, issued by NDRC in January 2006, produced in accordance with the Renewable Energy Law. Pricing in two forms: government fixed and government guided, which is selected through a public request for tenders. Pricing methods of different renewable power sectors, cost allocation, tariff setting formulas.

Shanghai Municipality’sSeveral Provisions on Promoting the Development of the Alternative Energy Industry issued on 2009. This regulation is an example of local governments' efforts to promote clean and alternative energy sources in China.
