The Transport Act 2000 provides for a number of measures regarding transport in Great Britain, and laid down the framework for the creation of a public-private partnership of National Air Traffic Services.
Part III of the Act introduced the concept of the Road User Charge or Road User Charging schemes, and workplace parking levys. This enabled various road pricing schemes (such as the London congestion charge).

This note is the seventh in a series of papers to be issued by the Treasury Taskforce providing practical guidance on key technical issues which arise from the implementation of the Private Finance Initiative (PFI). Each note focuses on a specific area of the procurement process where experience has shown that project managers would value assistance. It has been endorsed by the Commission for Architecture and the Built Environment, the Construction Industry Council and the National Audit Office.
This model documentation aims to provide assistance to local authorities in the procurement of street lighting projects through a public private partnership or through the Private Finance Initiative. It is not intended to be a word-for-word template.

The contract was signed in May 2010. The street light component is only one part of the 25-year contract and covers the modernization and maintenance of 97,000 street lights and the upgrade of associated street infrastructure.
