This document establish a regulatory framework to execute public private partnership in Pakistan in order to promote domestic and foreign private investment in infrastructure to increase availability of public infrastructure, reduce transaction costs, ensure appropriate regulatory controls, and provide legal and economic mechanisms to enable the resolution of contract disputes, among others through transparent and fair procurement process.
PPP Guide & Toolkit appears to address PPPs in education sector in Sindh. It not only introduces the readers to the overall concept of PPPs, but walks them through various steps from conceiving a project, getting it approved, and finally procuring and implementing the same. The PPP Guide & Toolkit should not only serve as a very essential reference for the PPP Node of School Education & Literacy Department in particular, but should also significantly help all potential parties seeking to embark on PPP journey in any social sector in Sindh.
The 102 MW Gulpur Hydropower Plant is the third independent power producer in Pakistan. Pakistan has been developing an increasing number of hydropower projects to fully tap in to its 60,000 megawatt hydropower potential.
The PPP Authority Act, 2016 of Pakistan provides a regulatory and enabling environment for private participation in provision of public infrastructure and related services through fair and transparent procurement processes.

In Pakistan, the power generation sector, a de-facto federal responsibility by virtue of the national integration of power transmission infrastructure, has been developed under PPP arrangements for a number of years. This has occurred under a regulatory policy that guarantees a rate of return on private partner’s investments in power generation, plus an upside to reward efficiency.
