Moving Forward: Developing Highway PPPs in Lao PDR

This report aims to inform the Government of Lao on the necessary considerations and steps to take into account as it progresses in evaluating options for private sector investment and participation in its highway sector. Part one of the report provides a general overview of the economic, political and historical background that will influence the government’s decisionmaking process and affect the private sector’s willingness to ultimately participate in the highway sector. Part two identifies, evaluates and recommends steps to engage the private sector in the proposed pilot project to upgrade the main highway corridor in Lao PDR, National Route 13 (NR13). Finally, part three provides a roadmap to how the country could implement a PPP on NR13.
