Bulgaria’s law on concessions has provided a basic framework to facilitate the granting of concessions and the execution of concession agreements. The recent development of more detailed and specific legislation, in particular in areas such as telecommunications and energy, has meant that the significance of the law on concessions itself has diminished. This article explains the development of the law and examines its interaction with other relevant legislation. It also considers a number of obstacles presented to potential
investors under the current regime.
