Liberalization in the Water Sector: Three Leading Models

Section I comes back to the characteristics of the water sector. It describes some key features that may explain the slow pace of reform and that may also help better understanding characteristics and limits of that process. Then, a historical and global overview of the liberalization movement and the actual state of the water sector is presented.

Section II examines more specifically the main drivers towards and factors of resistance to the liberalization process in the water sector.

A Governance Guide to the Victorian Water Industry

This Guide provides an overview of the governance framework surrounding the water industry and an introduction to the legislation, ministers, government departments and regulators that play a role in the management of Victorian water.

Although not an alternative to reading and understanding the relevant legislation, this Guide provides a framework for navigating through the regulatory system and a useful induction tool for newcomers to the industry.

Approaches to Private Participation Water Services: A Toolkit

This Toolkit aims to help developing country governments that are interested in using private firms to help expand access to safe water and sanitation services at reasonable cost.  Specially, it aims to help them and their advisers design arrangements that maximize the benefits for their countries, provinces, or municipalities.  It is intended to complement other work being undertaken by the World bank and others on options for improving public provision of water services.

Directive 2014/24/EU of the European Parliament and of the Council of 26 February 2014 on public procurement and repealing Directive 2004/18/EC

The directive provides guidance on how to adapt the procurement process to the needs of SMEs by applying the ‘European Code of Best Practices Facilitating Access by SMEs to Public Procurement Contracts”, for example dividing large contracts into multiple smaller contracts.

(b) “Standardisation of PF2 Contracts” (“PF2 Guidance”) ((http://www.hmtreasury.gov.uk/infrastructure_ppp_contractual.htm).

PF2 Guidance replaces the old PFI guidance named “Standardisation of PFI Contracts Version 4” which was issued in March 2007 (“SoPC 4”).
