EU waste policy aims to protect the environment and human health and help the EU’s transition to a circular economy. It sets objectives and targets to

• improve waste management
• stimulate innovation in recycling
• limit landfilling

By 18 April 2016, EU countries had to transpose the following three directives into national law:

• Directive 2014/24/EU on public procurement
• Directive 2014/25/EU on procurement by entities operating in the water, energy, transport and postal services sectors
• Directive 2014/23/EU on the award of concession contracts

The directive provides guidance on how to adapt the procurement process to the needs of SMEs by applying the ‘European Code of Best Practices Facilitating Access by SMEs to Public Procurement Contracts”, for example dividing large contracts into multiple smaller contracts.
