The framework document is divided into three volumes.

Each volume focuses on a specific mechanism under Article 6 of the Paris Agreement:

Volume 1 is the operational framework for Article 6.2 cooperative approach. It provides policy, regulatory and operational information on Ghana's engagement in the cooperative approach and the voluntary carbon market.

Volume 2 is the guide line for domesticating the Rules, Modalities, and Procedures (RMP) of the Article 6.4 mechanism.

The focus of the AICD country reports is on benchmarking sector performance and quantifying the main financing and efficiency gaps at the country level. These reports are particularly relevant to national policy makers and development partners working on specific countries.

Ghana’s e-government public-private partnership and the value of long-term strategies

The Ghana National Policy on PPPs was approved by the Cabinet in June 2011 to encourage the use of PPPs as a means of leveraging public- and private-sector resources and expertise to close the infrastructure gap and deliver efficient public infrastructure and services. The Ministry of Finance and Economic Planning leads PPP development in Ghana through its Public Investment Division.

The Diagnostic Report examines the political, legal, and institutional environment for disclosure in PPPs. Based on a gap assessment exercise with key political, legal, institutional and process findings benchmarked against the World Bank Framework, the Diagnostic Report makes specific recommendations to improve disclosure, including a recommended customized framework for PPP disclosure in Ghana.

Procuring Infrastructure Public-Private Partnerships 2018 is designed to help governments improve their PPP regulatory quality. By benchmarking the regulatory frameworks of economies around the world against internationally recognized good practices in procuring PPPs, this assessment identifies areas for improvement in the preparation, procurement, and management of PPPs.

This report was produced by Cambridge Economic Policy Associates (CEPA) as part of a wide-ranging research programme funded by the Department for International Development (DFID) that explores the factors constraining the provision of private finance to support infrastructure investment in DFID’s focus countries. 

The PPP Act regulates the development and implementation of public private partnership arrangements between contracting authorities and private parties for the provision of infrastructure and services.
