Solid waste management has traditionally been a distinctly municipal responsibility in Nepal. The in-effective governance of the authorities responsible for solid waste management has led to the presence of significant amounts of unmanaged waste in cities around the country. Rapid and unplanned urban growth has exerted tremendous pressure on the urban environment and solid waste is visibly the worst environmental problem in many urban areas in the country.

The implementation issues are presented with specific ground-level options and recommendations rather than just general pronouncements. To make the discussion more concrete for practitioners, the guide provides numerous real-world examples of successful and unsuccessful regulatory and policy actions taken in Kenya, South Africa, and Tanzania, as well as Nepal, Sri Lanka, and Thailand. 

Output-based aid (OBA) is a results-based financing mechanism that ties the disbursement of funds to the achievement of specified outputs. This note examines the design of two projects—in Nepal and the West Bank—that use an OBA approach to SWM.
