Samoa: Telecommunication Act No. 20/2005

It contains a detailed institutional framework, including the creation of the telecommunications regulatory authority. It includes licensing, competition policy, quality service, interconnection, co-location, scarce resources management, universal access, tariffs regulation, penalties and sanctions and dispute resolution. It also covers some postal service issues.

Amendments have been issued in 2014.

Ambassadors of the Air: Samoa’s Low-Cost Carrier Takes Off

As a small, isolated country in the Pacific, Samoa is heavily dependent on tourism for jobs and economic development. The government’s objectives for the aviation industry included providing safe, modern, efficient, and affordable international air transport to Samoa to support expansion of the tourism industry. Operating Polynesian Airlines in a commercially and financially sustainable manner was also a high government priority.

Samoa: Virgin Samoa

A joint venture between the government of Samoa and Australia’s Virgin Blue, a low-cost carrier, turned an annual $7.5 million government subsidy into a $6.9 million profit in just two years. IFC served as the lead advisor for the innovative public- private partnership, which established a new national airline, Virgin Samoa (formerly Polynesian Blue), and restructured the existing flagship carrier. The agreement was signed in September 2005. By 2009, 243,000 people received improved airline service, and consumers saved $57.7 million in reduced airfares between 2005 and 2009.

Finding Balance: Making State-Owned Enterprises Work in Fiji, Samoa, and Tonga

State-owned enterprises (SOEs) place a significant and unsustainable strain on the economies of Fiji, Samoa, and Tonga. They absorb large amounts of scarce capital on which they provide very low returns. This study reveals the core levers of SOE reform and the rapid progress that can be made in implementing them where the political will to do so exists. While the study focuses on three countries that are heavily involved in SOE reform and have broadly similar SOE portfolios and legislative frameworks, the core lessons from their experience are applicable throughout the Pacific region.
