In Serbia, all motorways in Serbia are tolled. The tolling principle is based on vehicle class and distance travelled. The type of the pay toll system implemented in Serbia, in 2006, is a closed one with front pay toll stations only at the border crossing points. Due to historical reasons different tariffs exist for domestic and foreign vehicles.

The Law on Public-Private Partnership and Concessions (the “PPP Law”) was adopted in 2011, and later amended in 2016.

The growing need to build new public infrastructure, invest into projects of general interest, and provide services of public interest in Serbia has required the creation of a legal and institutional framework for attracting private investment.

The Agency is a legal entity that is functionally independent of any state body, energy entity or user of its products and services, and of any other legal or physical entity.

The Agency commenced its operation on June 16, 2005 at the day of its registration at the Trade Court.
