Public-Private Partnership Development Program (P3DP) in Ukraine

When the Public-Private Partnership Development Program (P3DP) launched in October 2010, Ukraine was already suffering from serious economic challenges. During the five-year life of the Program, these challenges only increased: a nationwide social revolution brought the nation to a standstill. Political upheaval led to the ouster of then-President Yanukovich and key government officials, ushering in a new era of reform and a decisive shift towards Europe. Russia’s response – a combination of military and economic measures – deepened the economic crisis.

Improvement of the state policy for the public-private partnership development in Ukraine

Under the conditions of increasing necessity to enhance cooperation between the public and private sectors of Ukraine's economy, governmental support for the public-private partnership (PPP) development becomes more vital. This requires elaboration of effective public policies focusing on the regulation of interaction between state and local authorities, business entities and civil society institutions to ensure systematic development of PPP. Theoretical and empirical scientific methods were applied to meet the described challenge, which was the main goal of the research.

Ukraine: Odessa Port

The Government of Ukraine has awarded HPC Ukraina a contract to expand the capacity of the Container Terminal Odessa (CTO), located at the state-owned Odessa Sea Commercial Port (OSCP), the largest seaport in Ukraine and one of the largest on the Black Sea. The total container capacity of all Ukrainian ports is 2,250,000 TEUs; the CTO extension will add another 700,000 TEUs, significantly raising the international transport capacity of the coun - try.

Public-Private Partnerships in the Context of Public Investment Management in Ukraine

It culminates in 11 urgent Priority Action Areas for improving and strengthening the PIM and PPP system that the government needs to address if it is to continue the process of reform in Public Investment Management and improve the prospects of attracting external investment into its infrastructure sector through PPPs.
