Draft bill building on the PPP Policy 2011
This National Policy establishes “Local Content and Technology Transfer” as one of the guiding principles for the development and implementation of PPPs. The text says: “III. Guiding Principles for PPPs (…) 12. All PPP arrangements in Ghana shall be guided by the following principles: (…) Local content & technology transfer: PPP projects shall be structured to encourage the maximum use of local content and technology transfer. As much as possible, the PPP arrangement shall facilitate the promotion of local industries and the private sector in Ghana.”

The Ministry of Energy indicated that on the Petroleum Subsector one of the objectives was to increase Liquefied Petroleum Gas (LPG) access to rural areas by developing “LPG infrastructure and pricing incentives to encourage distributors to expand their operations to especially the rural and deprived areas. Included in the measure is producing small-sized cylinders that will be affordable to households in rural communities.

The Government of Ghana has officially authorized the transfer of mitigation outcomes under its new climate-smart rice project to Switzerland. This was announced at a side event at the ongoing Climate Change Conference (COP 27) when the Government officially presented a formal authorization letter to the United Nations Development Programme (UNDP), which has facilitated the bilateral agreement between Ghana and Switzerland.
The framework document is divided into three volumes.
Each volume focuses on a specific mechanism under Article 6 of the Paris Agreement:
Volume 1 is the operational framework for Article 6.2 cooperative approach. It provides policy, regulatory and operational information on Ghana's engagement in the cooperative approach and the voluntary carbon market.
Volume 2 is the guide line for domesticating the Rules, Modalities, and Procedures (RMP) of the Article 6.4 mechanism.
The focus of the AICD country reports is on benchmarking sector performance and quantifying the main financing and efficiency gaps at the country level. These reports are particularly relevant to national policy makers and development partners working on specific countries.
