PF2: User Guide

HM Treasury have issued a new policy document and new contract standardisation guidance for PF2 as follows:

(a) “A New Approach to Public Private Partnerships” (“PF2 Policy”) (http://www.hmtreasury.gov.uk/infrastructure_ppp_contractual.htm) and

(b) “Standardisation of PF2 Contracts” (“PF2 Guidance”) ((http://www.hmtreasury.gov.uk/infrastructure_ppp_contractual.htm).

PF2 Guidance replaces the old PFI guidance named “Standardisation of PFI Contracts Version 4” which was issued in March 2007 (“SoPC 4”).

Public-Private Partnership Monitor

The first edition of the Public-Private Partnership (PPP) Monitor tracks the development of the PPP business environment as well as the challenges of doing PPPs in nine of the ADB’s developing member countries (DMCs): Bangladesh, the People’s Republic of China, India, Indonesia, Kazakhstan, Papua New Guinea, the Philippines, Thailand and Viet Nam. It is divided into four main categories: Regulatory Framework, Institutional Capacity for Implementation, PPP Market Maturity, and Financial Facilities.
