A Focused Assessment of the International Development Association’s Private Sector Window

The IDA PSW is a blended finance mechanism supporting high-risk private investments in IDA and fragile/conflict-affected (FCS) countries through IFC, MIGA, and private partners. 

This evaluation reviews its usage, market development potential, and enabling factors—concessionality (subsidy level required for IFC/MIGA) and additionality (IFC’s unique project value beyond commercial finance). Covering IDA18 (FY18–20), IDA19 (FY21–22), and IDA20 (FY23–25), the evaluation tracks PSW’s evolving role and effectiveness since 2017. It builds on IEG’s 2021 early-stage assessment and complements the IDA20 Mid-Term Review. 

The evaluation aims to determine how PSW-supported investments influence market development and whether its design effectively mobilizes private capital in challenging markets.
