According to the Climate Policy Initiative’s Global Landscape of Climate Finance 2023, international concessional climate finance rose by 50% since 2019, reaching USD 81 billion in 2022.

Bilateral DFIs contributed 33%, multilateral DFIs 30%, and direct government and agency funding 26%. Of this total, 42% supported mitigation efforts and 36% went to adaptation and resilience. Data on domestic concessional finance is sparse, but indicates a mitigation focus, primarily funded by national governments and DFIs.

The report underscores the need to enhance both the scale and efficiency of concessional climate finance to address global climate challenges effectively.
