Private Sector Window Utilization and Implementation

The Private Sector Window (PSW), launched in IDA (International Development Association) 18 and continued through IDA20, mobilizes private investment in IDA-only and fragile/conflict-affected countries.

Amid global crises, the PSW has supported 238 transactions, creating jobs, expanding clean energy, and enabling access to finance and healthcare. By June 2023, it mobilized $20.3 billion from $3.9 billion in IDA resources, leveraging $5.2 of private capital per $1 invested. The PSW has proven flexible and impactful, with strong uptake in Sub-Saharan Africa and high development impact scores.

Future enhancements may include broadening the Blended Finance and Guarantee Facilities to third parties to boost private capital mobilization in trade finance and infrastructure. Feedback is sought on expanding PSW policy to improve flexibility and reach.
